2. Optical Memory Strip An optical memory data strip (like a small CD laminated onto the card) locks in 4MB of read-only data, which can be read by an optical scanner. The strip can contain a digitized image of a fingerprint and a photo, along with essential personal data such as previous addresses, mother's maiden name, and, optionally, medical data such as allergies.
3. Photograph Laser engraving: Machines permanently etch a photo into the card material, usually a polymer such as polycarbonate. It's virtually impossible to erase or alter a laser-engraved image without leaving telltale marks.

4. Smart card technology Integrated circuit microprocessor. The card can perform data manipulation and run cryptographic algorithms.
5. Internal Memory Strip This rewritable internal strip can store 20MB of data, roughly the capacity of 14 floppy disks, essentially giving the card a (tiny) hard drive. The capacity may soon grow by a factor of 10, according to the manufacturer. A high-capacity device could store rich biometric data such as several fingerprints, iris scans, face scans, heartbeat characteristics, or DNA sequences. In a relatively simple application, law enforcement officials access the card data using a portable reader and match it to the biometrics of the person presenting the card.
6. 2-D Bar Code This low-tech info coding could be used by officials who don't have more sophisticated optical reading devices. A big step up from the simple 20-byte-capacity bar code you see on cereal boxes, the 2-D bar code stores information in vertical and horizontal lines up to 2KB or more of data, potentially including text, a photo, and a limited amount of biometrics. These bar codes are already used on driver's licenses in several states, generally to code the same information that's on the face of the card. The technology is virtually tamperproof.

Tony Snow reveals the Government Plan for Biometric Identification & International Database

Tony Snow reveals the Government Plan for Biometric Identification of everyone in the United States to be placed into a international database containing information from Interpol data, FBI data "or any other data. These all get put into the database" said Snow. He went on to say that employers will be fined if they do not require employees to present that "tamper-proof ID, with the biometric information" before they hire the employee.

Here is a portion of an interview with Tony Snow on the Hew Hewitt show regarding the Real ID Act (Human Numbering & Biometric Identification) act:

TS: The federal law enforcement…I'm sorry, the Department of Homeland Security and I think the FBI will be coordinating on those. Let me explain a very important part of this plan, which is that you have to have the tamper-proof ID with biometric information. You know, there's a cottage industry in fake ID's. You know it and I know it. You go to the convenience store, and they hook you up with the social security number of somebody who's long dead, or maybe somebody who's even alive, and they patch in a picture, and suddenly they pretend like you're legitimate. There are a series of laws that have already made their way through that are going to require biometric information from everybody, real ID for U.S. citizens. And for those who are not citizens, or cannot provide proof of citizenship, they're still going to have to provide, they're going to have to submit for an ID card that will have a picture, that will have a fingerprint, and at the same time, also will have a valid social security or other identifying number. That goes into a federal database . Everything is cross-tabbed and checked to make sure that you're not faking. So one of the first steps is you've got to present yourself. And then, based on that information, now you're going to know who they are, where they work, you do the background checks. If you find a fingerprint, and it turns out that they're somebody who held up a liquor store, guess what? You get kicked out.

TS: Well, no, what it does, in point of fact, Hugh, is something that the law doesn't now do, which is to provide a comprehensive rendering of the folks who in fact are on our shores. And what it also does is gives us a greater ability to track and know who's here, and therefore if you have actionable intelligence, much greater ability to go after these folks. So no, I strongly dispute the characterization here. What we have is the situation right now where you've got millions in the shadows, you don't know who they are, you don't know whether they have real or illegitimate ID. All of a sudden, if you've got tamper-proof identification that does have a biometric marking, it does make it possible for you to go through and do some analysis, whether it is using Interpol data, or FBI data, or any other data. These all get put into the database, and therefore, you still have greater capability, not merely on the basis of physical evidence that you now are going to have, that you do not presently possess.

TS: If they're not here illegally, they have not presented the proper kind of ID, they haven't done, there are a whole series of things that the employers have to do. They have to do the verification. Shortly after the 9/11 attacks the Department of Defense announced its IAO/DARPA project (Defense Advanced Research Projects Agency) and unveiled its emblem that contained as its symbol the unfinished 13 course pyramid and the "all seeing eye" a top the pyramid with its gaze focusing on the entire planet earth. The Information Awareness Office's announced mission is to

"IAO Mission: The DARPA Information Awareness Office (IAO) will imagine, develop, apply, integrate, demonstrate and transition information technologies, components and prototype, closed-loop, information systems that will counter asymmetric threats by achieving total information awareness useful for preemption; national security warning; and national security decision making " (emphasis added)

In a powerpoint presentation still available on the web (www.darpa.mil/DARPATech2002/presentations/iao_pdf/slides/PoindexterIAO.pdf) IAO chairman convicted felon and former Admiral Poindexter states that the IAO plans to "detect, classify, ID, track, understand and preempt." The Real ID Act and Biometric ID provisions of the new immigration bill are the ID part of the overall plan. Note that Snow clearly tells us that the information goes into a very large database and "everything is cross-tabbed and checked" so that it makes "it possible for you to go through and do some analysis, whether it is using Interpol data or FBI data, or any other data. These all get put into the database, and therefore, you still have greater capability . . ."

Consider the following quotes from a New York Times column (November 14, 2002) by William Safire, titled, "You Are a Suspect" http://www.nytimes.com/2002/11/14/opinion/14SAFI.html?ex=1147924800&en=f7d795bcd669faa6&ei=5070:

"If the Homeland Security Act is not amended before passage, here is what will happen to you:

Every purchase you make with a credit card, every magazine subscription you buy and medical prescription you fill, every Web site you visit and e-mail you send or receive, every academic grade you receive, every bank deposit you make, every trip you book and every event you attend — all these transactions and communications will go into what the Defense Department describes as "a virtual, centralized grand database."

To this computerized dossier on your private life from commercial sources, add every piece of information that government has about you — passport application, driver's license and bridge toll records, judicial and divorce records, complaints from nosy neighbors to the F.B.I., your lifetime paper trail plus the latest hidden camera surveillance — and you have the supersnoop's dream: a " Total Information Awareness" about every U.S. citizen.

This is not some far-out Orwellian scenario. It is what will happen to your personal freedom in the next few weeks if John Poindexter gets the unprecedented power he seeks.

Remember Poindexter? Brilliant man, first in his class at the Naval Academy, later earned a doctorate in physics, rose to national security adviser under President Ronald Reagan. He had this brilliant idea of secretly selling missiles to Iran to pay ransom for hostages, and with the illicit proceeds to illegally support contras in Nicaragua.

A jury convicted Poindexter in 1990 on five felony counts of misleading Congress and making false statements, but an appeals court overturned the verdict because Congress had given him immunity for his testimony. He famously asserted, "The buck stops here," arguing that the White House staff, and not the president, was responsible for fateful decisions that might prove embarrassing.

This ring-knocking master of deceit is back again with a plan even more scandalous than Iran-contra. He heads the "Information Awareness Office" in the otherwise excellent Defense Advanced Research Projects Agency, which spawned the Internet and stealth aircraft technology. Poindexter is now realizing his 20-year dream: getting the "data-mining" power to snoop on every public and private act of every American."

The plain and simple truth is that our problems are not based on WHO does not belong here. That is a real straw man. We will (and do) have home grown terrorists. Unfortunately, we have all the resources already available in this country without importing them to completely destabilize our society. The only thing that keeps societies from unraveling is the moral fabric upon which they are built with common shared values. Numbering every citizen will not keep people from immigrating illegally. It is already against the law for them to come here. What in hell could make any person think that by numbering all of the legal citizens of the United States that those wanting to come here illegally will stop? The only possibility is that their pastors in Mexico have not fallen asleep at the wheel and the Mexicans will refuse to be numbered. All these laws are intended to do is to insure that every person in America gets a number and is placed in a great computer.

So why the big surprise? Get your heads out of the sand people!

2. Biodiversity, the new world order...

EXPLANATION OF THE MAN AND THE BIOSPHERE PROGRAM, THE WILDLANDS PROJECT AND THE BIODIVERSITY TREATY The 1994 US Man and the Biosphere Strategic Plan notes that "U.S. Biosphere reserves act: important areas for developing the data, technology, and experience needed to implement the recommendations of the United Nations Conference on Environment and Development.... (i.e. the Earth Summit in 1992). One of those recommendations is the Convention on Biological Diversity. Likewise the 1995 UN ESCO Statutes of the World Network of B iosphere Reserves that one of the primary purposes of the Man and the Biosphere (MAB) program is to "contribute to the objectives of the Convention on Biological Diversity." Both documents state that the "core" or "protected areas" should be as large as possible and interconnected with wilderness-like corridors, all surrounded by "buffer zones" or "managed use areas" that are heavily regulated to be compatible with the wilderness core areas. This approach is mandated in Article 8a-e in the Convention on Biological Diversity and its companion document, the United Nations Global Biodiversity Assessment (GBA). Article 25 of the Convention mandates that the GBA be used to write the implementing language for the treaty. Section 13.4.2.2.3 of the GBA calls for "representative areas of all major ecosystems in a region...be reserved, that blocks should be as large as possible, that buffer zones should be established around core areas, and that corridors...connect these areas. This basic design is central to the recently proposed Wildlands Project in the United States, a controversial long-term strategy...to expand natural habitats and corridors to cover as much as 30% of the U.S. land area." The Wildlands Project was developed by Dr. Michael Soule, cofounder and first president of the Society for Conservation Biology; Dr. Reed Ness, current editor for the journal of Conservation Biology and special consultant to the US Dept. of Interior; and David Foreman, co-founder and long-time leader of Earth First! and currently a member of the Board of the Sierra Club. The Convention on Biological Diversity is centered on the science of conservation biology, which in turn was largely created by the IUCN ( International Union for Conservation of Nature). The IUCN is the lead organization which wrote and promoted the Convention on Biological Diversity. It is made up of over 500 national and international environmental and socialist groups known as NGOs (Non Governmental Organizations)and is itself an accredited NGO with the United Nations. The IUCN received diplomatic immunity from law suits on January 19, 1996 by President Clinton (Exec. Order 12986). To date the science of conservation biology is based on nothing more than unproven theories. See the pamphlet entitled The Philosophy, Politics and Science of Biological Diversity for a more complete discussion of conservation biology. MAGNITUDE OF THE WILDLANDS PROJECT "Conservation must be practiced on a truly grand scale," claims Kred Ness. And grand it is. Ness provides the whopping dimensions of this effort in the article "The Wildlands Project: Land Conservation Strategy," 1992 special issue of Wild Earth. The United Nations GBA cites this article as foundational to recovery of biodiversity. (Red) Core reserves are wiIderness areas that supposedly allow biodiversity to flourish. "it is estimated," claims Ness, "that large carnivores and undulates require reserves on the scale of 2.5 to 25 million acres. ... For a minimum viable population of 1000 [large mammals], the figures would be 242 million acres for grizly bears, 200 million acres for wolverines, and 100 million acres for wolves. Core reserves should be managed as roadless areas (wilderness). All roads should be permanently closed." (Red) Corridors are "extensions of reserves. ... Multiple corridors interconnecting a network of core reserves provide functional redundancy and mitigate against disturbance.... Corridors several miles wide are needed if the objective is to maintain resident populations of large carnivores." (Yellow) Buffer zones should have two or more zones "so that a gradation of use intensity exists from the core reserve to the developed landscape. Inner zones should have low road density (no more than 0.5 mile/square mile) and low-intensity use such as. . .hiking, cross-country skiing, birding, primitive camping, wilderness hunting and fishing, and low-intensity silviculture (light selective cutting). Outer zones may have higher road densities (but still no more than 1 mile/ square mile)...and heavier recreational use (but no off-road vehicles) and campgrounds. New forestry silviculture (e.g., partial retention harvests), selection forestry, or other forestry experiments" would be permitted. More intensive harvesting would not be allowed. The result of these guidelines is the map on the previous page. WHAT DO RESERVES AND CORRIDORS REALLY MEAN? While this effort has a noble mission, the implications are staggering. As noted in the June 25, 1993 issue of Science, it "is nothing less than the transformation of America to an archipelago of human inhabited islands surrounded by natural areas. " Although 100 million acres of core area might be required for 1000 wolves, the total land area of Maine, New Hampshire, Massachusetts, Rhode Island and Connecticut, is only 71 million acres. Fungsi dan kegunaan e-KTP adalah :

1. Sebagai identitas jati diri

Penerapan KTP berbasis NIK (Nomor Induk Kependudukan) telah sesuai dengan pasal 6 Perpres No.26 Tahun 2009 tentang Penerapan KTP berbasis Nomor Induk Kependudukan Secara Nasional Jo Perpres No. 35 Tahun 2010 tentang perubahan atas Perpres No. 26 Tahun 2009 yang berbunyi :

1. KTP berbasis NIK memuat kode keamanan dan rekaman elektronik sebagai alat verifikasi dan validasi data jati diri penduduk;

2. Rekaman elektronik sebagai manadimaksud pada ayat (1) berisi biodata, tanda tangan, pas foto, dan sidik jari tangan penduduk yang bersangkutan;

3.Rekaman seluruh sidik jari tangan penduduk disimpan dalam database kependudukan;

4. Pengambilan seluruh sidik jari tangan penduduk sebagaimana dimaksud pada ayat (3) dilakukan pada saat pengajuan permohonan KTP berbasis NIK, dengan ketentuan : Untuk WNI, dilakukan di Kecamatan; dan Untuk orang asing yang memiliki izin tinggal tetap dilakukan di Instansi Pelaksana *). 5.

Mengenal e-KTP, KTP elektronik yang akan segera diluncurkan Indonesia

Sistem kependudukan melalui e-KTP atau Kartu Tanda Penduduk Elektronik merupakan cara baru yang akan ditempuh oleh pemerintah untuk memberikan identitas kepada masyarakat. Nah, pada tahun 2012 mendatang sistem tersebut mulai diberlakukan.

e-KTP memang merupakan cara jitu yang dilakukan pemerintah untuk membangun database kependudukan secara nasional. Dengan menggunakan sistim biometrik yang ada di dalamnya, maka setiap pemiliki e-KTP dapat terhubung kedalam satu database nasional, sehingga setiap penduduk hanya memerlukan 1 KTP saja.

"KTP elektronik menggunakan sistem biometrik atau sidik jari, sehinga setiap warga hanya membutuhkan satu KTP saja yang dapat dihubungkan dengan database nasional,"

Pihak BBPT mengatakan bahwa pemerintah akan segera menerapkan teknologi yang siap pakai tersebut, untuk menggantikan sistem kependudukan konvensional yang sudah ada.

Proyek e-KTP dilatarbelakangi oleh sistem pembuatan KTP konvensional di Indonesia yang memungkinkan seseorang dapat memiliki lebih dari satu KTP. Hal ini disebabkan belum adanya basis data terpadu yang menghimpun data penduduk dari seluruh Indonesia. Fakta tersebut memberi peluang penduduk yang ingin berbuat curang terhadap negara dengan menduplikasi KTP-nya. Beberapa diantaranya digunakan untuk hal-hal berikut:
1. Menghindari pajak
2. Memudahkan pembuatan paspor yang tidak dapat dibuat di seluruh kota
3. Mengamankan korupsi
4. Menyembunyikan identitas (misalnya oleh para teroris)
Untuk mengatasi duplikasi tersebut sekaligus menciptakan kartu identitas multifungsi, digagaslah e-KTP yang menggunakan pengamanan berbasis biometrik.

Penggunaan sidik jari e-KTP lebih canggih dari yang selama ini telah diterapkan untuk SIM (Surat Izin Mengemudi). Sidik jari tidak sekedar dicetak dalam bentuk gambar (format jpeg) seperti di SIM, tetapi juga dapat dikenali melalui chip yang terpasang di kartu. Data yang disimpan di kartu tersebut telah dienkripsi dengan algoritma kriptografi tertentu. Proses pengambilan sidik jari dari penduduk sampai dapat dikenali dari chip kartu adalah sebagai berikut:

Sidik jari yang direkam dari setiap wajib KTP adalah seluruh jari (berjumlah sepuluh), tetapi yang dimasukkan datanya dalam chip hanya dua jari, yaitu jempol dan telunjuk kanan. Sidik jari dipilih sebagai autentikasi untuk e-KTP karena alasan berikut:

Biaya paling murah, lebih ekonomis daripada biometrik yang lain
Bentuk dapat dijaga tidak berubah karena gurat-gurat sidik jari akan kembali ke bentuk semula walaupun kulit tergores
Unik, tidak ada kemungkinan sama walaupun orang kembar
Informasi penduduk yang dicantumkan dalam e-KTP ditunjukkan pada layout kasar berikut:

Selain tujuan yang hendak dicapai, manfaat e-KTP diharapkan dapat dirasakan sebagai berikut:
1. Identitas jati diri tunggal
2. Tidak dapat dipalsukan
3. Tidak dapat digandakan
4. Dapat dipakai sebagai kartu suara dalam pemilu atau pilkada

Struktur e-KTP sendiri terdiri dari sembilan layer yang akan meningkatkan pengamanan dari KTP konvensional. Chip ditanam di antara plastik putih dan transparan pada dua layer teratas (dilihat dari depan). Chip ini memiliki antena didalamnya yang akan mengeluarkan gelombang jika digesek. Gelombang inilah yang akan dikenali oleh alat pendeteksi e-KTP sehingga dapat diketahui apakah KTP tersebut berada di tangan orang yang benar atau tidak. Untuk menciptakan e-KTP dengan sembilan layer, tahap pembuatannya cukup banyak, diantaranya:
1. Hole punching, yaitu melubangi kartu sebagai tempat meletakkan chip
2. Pick and pressure, yaitu menempatkan chip di kartu
3. Implanter, yaitu pemasangan antenna (pola melingkar berulang menyerupai 4. spiral)
5. Printing,yaitu pencetakan kartu
6. Spot welding, yaitu pengepresan kartu dengan aliran listrik
7. Laminating, yaitu penutupan kartu dengan plastik pengaman

Penyimpanan dua buah sidik jari telunjuk di dalam chip sesuai dengan standar internasional NISTIR 7123 dan Machine Readable Travel Documents ICAO 9303 serta EU Passport Specification 2006. Bentuk KTP elektronik sesuai dengan ISO 7810 dengan form factor ukuran kartu kredit yaitu 53,98 mm x 85,60 mm.

KTP elektronik sebagaimana KTP kertas memiliki masa berlaku 5 tahun. KTP selalu dibawa dan digunakan oleh penduduk dalam kondisi dan cuaca yang beragam serta berbagai aktifitas seperti pertanian, perdagangan, perjalanan dan perkantoran dengan frekuensi penggunaan yang tinggi. Keadaan ini memerlukan ketahanan fisik kartu dan komponennya dalam penggunaan yang sering dan jangka waktu yang lama.

Kartu kredit biasanya dibuat dari bahan polyvinyl chloride (PVC) karena diharapkan dapat digunakan selama tiga tahun. Tetapi masa berlaku KTP selama lima tahun memerlukan bahan yang lebih kuat yaitu polyester terephthalate (PET) yang memiliki ketahanan hingga sepuluh tahun.
Chip dapat dipasang pada kartu dengan interface kontak atau nirkontak. Kartu elektronik dengan interface kontak telah banyak diluncurkan untuk keperluan kartu telpon, kartu kredit dan kartu kesehatan (APSCA 2007). Kartu nirkontak mulai banyak digunakan untuk kebutuhan transportasi umum karena kemudahan dan kenyamanan penggunaan dengan cukup menempelkan kartu ke perangkat pembaca tanpa memasukkan kartu ke dalam slot perangkat pembaca.

Kartu nirkontak tidak bergesekan langsung dengan perangkat pembaca yang dapat menyebabkan terkikisnya lapisan pelindung chip. Kartu nirkontak juga memiliki daya tahan tinggi karena terlindungi dari kontak langsung lingkungan seperti udara, air dan cairan lainnya. Ia juga terlindung dari karat karena kelembaban udara dan air khusunya di daerah tropis seperti di Indonesia. Oleh karena itu, kartu e-KTP menggunakan interface nirkontak.

e-KTP di Negara Maju

Kartu identitas elektronik telah banyak digunakan di negara-negara di Eropa antara lain Austria, Belgia, Estonia, Italia, Finlandia, Serbia, Spanyol dan Swedia, di Timur Tengah yaitu Arab Saudi, Uni Emirat Arab, Mesir dan Maroko, dan di Asia yaitu China.

Kartu identitas elektronik Belgia merupakan kartu yang tertanam chip kontak berisi biodata, pas photo dan tanda tangan pemilik kartu dan petugas penerbit kartu. Data identitas dan pas photo (JPEG, 3 KB) ditandatangani secara digital oleh Badan Registrasi Nasional. Chip di dalam kartu juga mampu melakukan tanda tangan digital dan pembangkitan kunci kriptografi.

Uji petik kartu elektronik Belgia dilakukan sejak bulan Maret 2003 dan diluncurkan secara nasional pada bulan September tahun 2004. Kartu identitas elektronik Spanyol memuat biodata, dan gambar biometrik wajah dan sidik jari. Uni Emirat Arab dan Arab Saudi telah menanda tangani perjanjian pada tahun 2007 yang memungkinkan warga negaranya untuk menggunakan kartu identitas elektronik masing-masing warga negaranya untuk perjalanan antar kedua negara tersebut melalui darat, laut dan udara.

China menerapkan kartu identitas penduduk generasi kedua yang menggunakan chip nirkontak berstandar ISO 14443 yang tersimpan di dalamnya biodata dan pas photo pemilik kartu identitas. Kartu identitas elektronik ini mulai diluncurkan pada tahun 2004 bagi penduduk wajib KTP di China yang mencapai jumlah 960 juta jiwa. Kartu identitas elektronik ini dirancang mudah dan murah dalam produksi, dan mudah, teramankan dan tahan lama dalam penggunaan.
